Indianapolis, USA and Copenhagen, Denmark -- The Regenstrief Institute, whose Logical Observation Identifiers Names and Codes, or LOINC, is the most accepted international terminology for medical tests and measurements, and the International Health Terminology Standards Development Organisation, provider of the leading comprehensive clinical terminology for health care, called SNOMED CT, are exploring a long-term collaborative relationship to develop coded content to support order entry and result reporting critical to the computerized transmission of medical information.

The two groups recently drafted a general framework for collaboration that will serve as a basis for a formal agreement. This framework builds on and complements the strengths of both organizations and terminologies. The initial focus of the cooperative work will be laboratory testing, with the intention of extending to other areas of mutual interest. The IHTSDO and the Regenstrief Institute will work together to develop this initial framework into a formal business agreement, assess the initial efforts required to put the proposed agreement into effect, as well as plan, support and undertake continuing cooperative work.

"IHTSDO welcomes the opportunity for closer cooperation with Regenstrief and the LOINC Committee," said John van Beek, chair of the IHTSDO Management Board. "Bringing SNOMED CT and LOINC closer together will enhance the semantic consistency of international health care terminology. By enabling interoperable use of our terminologies in electronic health records, this will advance our shared objectives of enhancing the quality and effectiveness of health care."

Questions raised about iris recognition systems

ScienceDaily (July 12, 2012) ? Since the early days of iris recognition technologies, it has been assumed that the iris was a "stable" biometric over a person's lifetime -- "one enrollment for life." However, new findings by University of Notre Dame researchers indicate that iris biometric enrollment is susceptible to an aging process that causes recognition performance to degrade slowly over time.

"The biometric community has long accepted that there is no 'template aging effect' for iris recognition, meaning that once you are enrolled in an iris recognition system, your chances of experiencing a false non-match error remain constant over time," said Kevin Bowyer, Notre Dame's Schubmehl-Prein Family Chair in Computer Science and Engineering. "This was sometimes expressed as 'a single enrollment for life.' Our experimental results show that, in fact, the false non-match rate increases over time, which means that the single enrollment for life idea is wrong.

"The false match rate is how often the system says that two images are a match when in truth they are from different persons. The false non-match rate is how often the system says that two images are not a match when in truth they are from the same person."

Bowyer noted there are several reasons the misconceptions about iris biometric stability have persisted.

"One reason is that because it was believed from the early days of iris recognition that there was no template aging effect, nobody bothered to look for the effect," he said. "Also, only recently have research groups had access to image datasets acquired for the same people over a period of several years. Recently, another biometric research group (from Clarkson University and West Virginia University) has also published a study that finds an iris template aging effect."

In their study, Bowyer and Notre Dame undergraduate Sam Fenker analyzed a large dataset with more images acquired over a longer period of time. For one group of people in their dataset, they were able to analyze a year-to-year change over three successive years.

Bowyer points out that iris recognition is already used in various airports and border crossings, including London airports, Schiphol (Amsterdam) airport, and border entry in the United Arab Emirates. And probably the highest profile and largest application of iris biometrics currently under way is the Unique ID program in India, which has enrolled more people than live in the United Kingdom.

Despite the results of the study, Bowyer does not see them as a "negative" for iris recognition technologies.

"I do not see this as a major problem for security systems going forward," he said. "Once you have admitted that there is a template effect and have set up your system to handle it appropriately in some way, it is no longer a big deal. One possibility is setting up a re-enrollment interval. Another possibility is some type of 'rolling re-enrollment,' in which a person is automatically re-enrolled each time they are recognized. And, in the long run, researchers may develop new approaches that are 'aging-resistant.' The iris template aging effect will only be a problem for those who for some reason refuse to believe that it exists."

Bowyer and Fenker recently presented their research paper at the Institute of Electrical and Electronics Engineers Computer Society Workshop on Biometrics.

Ministers of Tourism call for greater air links at 7th Routes Africa

The 7th Routes Africa opened today in the Kempinski Resort Hotel in the Seychelles, with a high-level Strategy Forum that dealt with the key issues in African aviation including: Liberalization vs. Competition, the Global Outlook for Africa, and finding ways to unlock the opportunities and challenges in the region.

Alain St.Ange, Minister of Tourism and Culture for Seychelles and host of Routes Africa 2012, was joined by Didier Robert, President of La Reunion; Martinus Van Schalkwyk, Minister of the Republic of South Africa; and Cramer Ball, CEO of Air Seychelles, to call for greater air links for the whole of Africa.

Addressing an audience of almost 300 key decision-makers from all over Africa, the keynote addresses highlighted the growth and opportunity that exists in the region. ?We live in a highly-interconnected world where no organization can afford to be an ?island unto itself? and where the formation of mutually beneficial partnerships and synergies is increasingly the only way to prosper. Indeed, we are already witnessing the ?Golden Triangle? of cooperation between airlines, tourism authorities, and civil aviation, all which imply the future enrichment of our respective tourism industries,? said Alain St.Ange.

Didier Robert, President of La Reunion, went on to say, ?Tourism policies cannot be decided, they must be built; together we must work together to propose a complete offer for tourists.?

Cramer Ball, CEO of Air Seychelles, gave the national airlines? perspective stating: ?The Seychelles is truly a nation of the world, marrying many cultures including French, African, Indian, and Chinese to create a distinctly Seychellois? Creole spirit. With the increasing number of visitors to the islands, there is a corresponding increase in demand for air support. We are re-positioning our brand to take advantage of this. We want to be recognized as one of the top carriers in the Indian Ocean.?

He went on to outline the new vision for Air Seychelles: ?We are already making headway. In the first quarter, we examined the business and laid much of the plans and groundwork for the revitalization of Air Seychelles. In the second quarter, we began seeing tangible benefits of our partnership. The third quarter sees two significant milestones. Most importantly, delivery of our new Airbus A330, which arrived just last week. The other milestone is our entry into codeshare operations with a new airline partner. We?ll be announcing this partnership in due course. Looking farther ahead, at the time we conclude year one of our partnership, Air Seychelles will take delivery of another new aircraft and enter into an exciting new market: China.?

Panel discussions and keynote addresses during the Routes Africa Strategy Forum went on to further encourage the need to greater air lift within the region, so that all African countries can glean the economic benefit that air services bring. Martinus Van Schalkwyk, Minister of the Republic of South Africa, went on to explain that the South African government was ?committed to a universal e-visa to encourage tourism and create jobs.?
