China has shown a growing frustration with longtime ally North Korea and talk of a North Korean collapse is no longer a taboo subject it once was. There is no sign that the North Korean regime is in danger or that U.S. President Barack Obama and Chinese President Xi Jinping will discuss that possibility when they meet starting Friday June 7, 2013 in California. (AP Photo/Lee Jin-man, Pool) SEOUL, South Korea (AP) ? The rival Koreas are trading counterproposals over the venue for possible talks Sunday meant to mend abysmal ties. South Korea said Friday it wants to meet in a truce village that straddles the heavily armed border between the countries. Pyongyang said hours earlier it favors its border city of Kaesong. Two officials with Seoul's Unification Ministry said Seoul made the latest proposal through a newly reopened cross-border Red Cross communications line. The officials spoke on condition of anonymity, citing office policy. Pyongyang has yet to respond to the offer. The Red Cross line in the truce village of Panmunjom was shut amid rising animosity between the Koreas this spring. Its reopening Friday signals easing tensions. Before proposing Panmunjom for talks, South Korea had suggested high-level negotiations Wednesday in Seoul. Associated Press |
